Note the extensions he's done to make the chip run cooler. Same trick he
uses to make the NE566 into a usefull device.
I havent built the 8038 circuit but I have built his 566 circuit and it
works as designed as has a nice low parts count and very wide responce.
If I remember correctly the 8038 has a pretty clean sinewave out so it may
be worth playing with, but there are a lot of simple VCO's out there worth
looking at too like the 4069 based ones and the 555 based ones.

Kinda depends what you're looking for in a VCO.
