My circuit uses the PT2399, not the PT2395. The difference is that the PT2399 has 64K memory built in, the PT2395 requires an external DRAM chip. You can get longer delays with the PT2395 by using a 256k DRAM. I wasn't able to get a circuit working, with the PT2395 however. I was successful with the PT2399.
Also, the minimum delay is about 30mSec which sounds longer than you wanted. It's really meant for an echo unit, not a chorus/flange.
