I bet the twin leads are there for mechanical stability, once the part is
soldered to a circuit board. This is a large cap. If it had only one lead
at each end, it might be too easy to twist the body of the cap and damage
the internal connections. Twin leads would prevent most twisting of the
package. (Yeah I know, why not simply glue the large cap to the circuit
board like many people do?) 

I'll admit I'm only guessing. After you receive your shipment of
capacitors, be sure to let us know what the extra leads are for. It *might*
be a multi-sectioned capacitor, but the labeling doesn't seem to hint of that.
