More thoughts...

You might (hard on the might part) be able to pull it off using something
like the 3914 instead of an A to D chip as it's a series of window
comparators and for all intents and purposes, a programmable A to D of
sorts.  If you tuned the reference voltage going into its series resistors
just so, who knows, it may be albe to pick off the divisions you'll require.
Equal temperment being what it is though , it would probably trip over it's
d trying to decode that non-linear curve.
