Quantizers are never hard, but never simple as far as part count.

Off the top of my head I see one low part count solution involving a simple
A to D like the ADC0804 along with a PIC chip programmed to make the
decisions based on what it's seeing from the bit data going into it.  Then a
D to A at the tail to convert that back to voltage steps - you could
probably get away with a simple voltage adder for that output stage if you
didn't want to incorporate a full blown D to A.  But given that 5 volts will
already be on board for the A to D - a one chip analog converter at the tail
may require less components than the adder.
