But a "difference in potential of charges" or an "electromotive force" is 
what voltage is.

Here's another way of thinking of the question.  Historically, two kinds of 
commercial power systems were originally envisioned: direct current and 
alternating current.  You can think of "AC voltage"  as a voltage found 
within an AC power system.

It's kind of an awkward language construction, since it can be 
misinterpreted, but it's not really incorrect.
