The answer to the last question is yes. For example if you open a switch,
the voltage is still present on each terminal, but there is no current
flow. (For all practical purposes.)

The answers to your first 2 questions is normally no, -- but
superconductivity, quantum mechanics, or some other exotic technology might
say other wise. I'm no expert in those fields.

I hope you do understand that the regulator manufacturer wasn't implying
that you would get the maximum current out, with 0 volts applied.
