You want them to be shorter than than the 4017's outs if you can, why not?
More better. That way, it can both shorten and lengthen the gate outs.
But, if I understand correctly what your saying, this isn't a matter of
retriggering . Re-trigger means if given another input before the one
shots' output has completed, the cycle will begin again. It will RETRIGGER
itself before it's completed it's last operation. I would think you want it
retriggerable or you will lose stage gates at high clock speeds.
The output tranny you're speaking of is a very good idea, and while it will
allow you to level adjust, it will also serve to boost the current drive of
those gate outs (more fanning), and as equally as important, keep the 4017
'inside' the circuit so it isn't directly accessible to the patch points.
Another way of level adjusting I've grown to like is using a zener in
conjunction with the tranny.
