Any condition that causes what should be a logic level to remain in the
"no man's land" between logic levels can be problematic. I think that
the defined levels for logic states are slightly different for TTL and
CMOS, even running both at 5 volts. TTL claims to be able to work from
4.75 to 5.25 volts Vcc, though I think a logical 1 starts around 2.7
volts. Not sure about CMOS. That should be in the data sheets.
