Semi packaging of the black plastic variety is usually some
epoxy-resin-based compound. I've experimented a little with using
ordinary Alraldite epoxy adhesive, guessing that they might have similar
thermal properties.

You can just see the little SMD tempco on the side of a 2SC1583, and the
two tin-plated copper wire leads connecting it to the PCB.
The first step is to solder the wires to the end caps of the tempco.
This makes it easier to handle the little sod. Then glue the whole lot to
the side of the transistor package. Once the glue is set, bend the leads
and mount the entire package on the PCB.
