It is much safer to just use something like a good old 555 osc. driving
a power transistor to switch 9V through a transformer secondary and
ballast resistor and pick off the high voltage impulses from the
transformer primary. I made something like this for a doctor friend for
some TENS unit (device that twitches muscles using skin electrodes to get
the body to produce endorphins) experiments. It would definitely get your
arm to jump around at the higher settings...
