I should add that neon dividers invariably are free running oscillators with
a period just over that which is required. They are then fired early by an
expernal pulse from the previous oscillator. The previous oscillator will
provide two pulses during this period, but the first falls at a point where
the charge on the cap is not high enough to allow the early triggering.

Some neon sync systems like this actually trigger the second stage
capacitively - via a wire running physically up the side of the neon tube.
