Peter,

When you say "12  and 5 volts" do you mean +/- 12V??

Two options:

1) Use an AC wallwart so you can get both + and - volts (even feed it into
a small step-up transformer first).  This would also give you a central
"ground" for your bipolar supplies, unless you want to generate a virtual
earth yourself.

2) Use a DC-DC converter system, which can then take in anything over a
wide range and give you what you need.  In which case a DC output wallwart
would do.  For this, check out the Linear Tech range of converter chips.

There are many answers to this, and I think you'll need to give more specs
before a more concrete solution can be worked out (e.g. you say nothing
about what the circuits are, what the loads are per rail, what noise
performance is required, conversion efficiency, etc etc).
