Look at Intersil ICL8038. Data sheet says .001Hz to 300kHz, multiple
waveforms: sine, square and triangle. Power +10 to +30, can be dual
supply +/-5 to +/-15. It can be voltage controlled, but it's not very
linear.
Is .001Hz "real slow" ?
