Harry,
The Roland PH-830 phaser might contain some useful ideas - board photos 
show each dual Vactrol is associated with a 2SA798 dual PNP - perhaps a 
master-slave  servo arrangement (taking advantage of matching  in the 
two internal LDR's...) is used to force the slave LDR to exhibit a V/oct 
resistance change in response to CV. This way you would get the best of 
both worlds - excellent S/N plus a (hopefully accurate) V/oct response. 
or you could just get a used PH-830...
