Yeah, that's a little strange.  I'm assuming you're looking at the schematic 
labeled  sch_polivoks7-vcf.jpg

Maybe those "K1404" (I'm not able to make out all the letters) IC's have 
capacitors internal to them (even though they just look like garden-variety 
3080's).

If you look at the other set of Polivoks schems that were posted, you'll see 
that they have what appears to be a two-pole version of a Moog Ladder filter.  
All discrete parts.  Those drawings were named "alisxem.jpg" and 
"alisxem2.jpg".  I don't remember where they were posted, but it was in a message that 
came through the list yesterday.
