No... I mean that the VCF cutoff is so low that you cannot hear any audible
sound.
If the VCF cutoff goes below 20Hz there is almost no chance you will hear any
output.
There is a good reason to have an attenuator (pot) between the VCO output and
the
VCF input... it allows you to run the filter overdriven, or underdriven...
different sounds
result. Could also by two different input jacks on a modular.. or a VCA, or
toggle switch...
or whatever
