You could combine 2 Paia vocoder kits, modifying them to cover twice as many
frequency bands, where each band has half the bandwidth of the stock kit. I
would expect it to be more than twice as intelligible, although even a
16-band vocoder isn't much by current standards (they've got 39-band
vocoders and such, now).
It's a bit of a kludge, but not too bad, and it's easier than starting from
scratch. You could even make it act like a stereo comb filter by putting
alternate bands on each unit.
