Surplus parts are not necessarily rejects, they could be old stock from 
some place that was cleaning house, or went out of business.  That is one 
thing about surplus, you don't know.  I always follow the rule you get what 
you pay for.  Also, I treat this like gambling.  If you can't afford to 
loose the money, don't place the bet.  Some of the bets I have placed in 
the past have paid off quite nicely.  Some haven't.  I would say I have won 
more than I have lost.  And sometimes you have to play fast and loose.  One 
time I purchased a small quantity of surplus parts, discovered they were an 
excellent buy, but found out they were all sold out when I went back for a 
massive buy...so, you need to be careful without being timid.
