He's attempting to get around the relatively low signal levels normally
tolerated by the 4053 chip. He is also trying to reduce the apparent signal
distortion added by this chip. The distortion is worse at large signal
levels, and this design limits the voltages seen by the 4053 to a range
where distortion is minimized.

I've seen this sort of suggestion before somewhere, but I have no personal
experience with this sort of circuit. I can't really comment on it's merits
or limitations, but it does seem like an interesting approach.
