Note that the guy was not actually arrested or charged, he was only
under investigation.  Also, he isn't a citizen, he is Arabic, born in
Egypt, his name is Hussein, and he was reported to be acting
suspiciously.  The report from his landlord turned out to be bogus, it
was investigated, and he was exonerated.

'Sounds completely reasonable to me.  Especially considering that the
report from his landlord occured on September 11, 2001.

The USA is not a police state.  Really.  We welcome visitors carrying TTL
chips.
