Hello Mark,

You won't need quad pots if it's a voltage controlled filter - just a single 
pot will do.  That pot would be just a simple voltage divider pot whose 
voltage output would be sent to all four of the gain cells at the same time (maybe 
through some buffers and trimmers, depending on design factors of the gain 
cells).  If you're building a non-voltage-controlled filter, then yes, you'd need 
a separate frequency pot for each filter stage.
