If the phase of each harmonic is to remain intact relative to the other
harmonics, right throughout, it would a case of using a delay.

Another posibility is to use a phase shift network as per a dome filter and
mix differing proportions of the two outputs to get a 0 to 90 degree shift.

All pass filters will not work.
