yes , the zener diode is gone, of course there is no process option
for this any more.
Good use of an otherwise nc pin.
In case that you want to pull a signal out of the noise:
I guess a multiplier is more suitable as phase comparator
in this case.

Thank you to those who pointed out that the 74HC4046 VCO is
spec'd at some 12 MHz max. I've downloaded (but not fully
read) three spec sheet PDFs for this part. I noticed right
off the bat that it has an additional phase comparator (III)
over the CD4046 version.
