Unfortunately, the 4046 PLL's VCO is spec'd at a maximum of 1.6 megaHertz.  I
believe the application was for 10 MHz.  I found no toggle freq. spec for the
phase comparators, so it's hard to say if a 4046 can be used with a subsitute
VCO.  I think the phase comparators like to have a pretty big input signal.
