Thats a great idea!

Peltier elements work in both directions if I'm not mistaken.
That means one could use it also as a heater element.

I wouldn't worry too much about the insulation, because thats what the 
servo loop is for. (Of couse you need to make sure you don't need to 
heat up the entire room.) Or actually without cooling you'd need the 
losses to reach lower temperatures, so too much insulation makes your 
loop slow. (We had this before when discussing heated arrays...)
