maybe you could put a transistor accross the cap to discharge it at 
will? Just like the one in a saw-based VCO core, but in addition to the 
triangle circuit.

Just a thought, it could work. I imagine you could "jam" the triangle 
VCO to any level you want, then you could decide if you are synching to 
the ground or to the peak at either end or whatever. Of course, how do 
you control what direction it's going? hmmmmm.
