[sdiy] blue copper-clad circuit boards?

Still looks like solder mask to me. Notice that it is shiny. Bare PCB
material (at least the FR4 that I'm familiar with) isn't shiny unless it's
coated with something. Also note the blue letters near the top of the
picture. They look like they were created by some sort of
imaging/photoresist process (small, good detail). Again, I could be totally
wrong on this but this pic looks like a board with a soldermask that doesn't
cover the copper in the area shown in the picture. Maybe these are switch
contacts?
