Or just two 4051s and a 4093.
The 4093 can do three things, just leave out what you don't need or add
later when the rest works ok...
- One 4093 gate inverts the "fourth bit" from the 4514,
  the "normal" fourth bit goes to the "enable" input of one 4051,
  the "inverted" version to the other. This decodes 16 steps.
  Optionally add a switch to go from 16 steps to 2x8 steps.
- The second 4093 gate can be the clock (no more 555).
- The third and fourth gates can generate a gate pulse with adjustable
duration on every step.
