The above GIF is the schematic with corrections.  There were
3 errors which were preventing the device from operating
properly.  The PNP transistor in the input circuit was
emitter collector reversed, the output from that stage was
also strangely coupled, reducing it's output to an unusable
level.  There is a new resistor from pin 12 of the 4016 (or
4066) to ground.  Without this resistor, the two diodes
connected to pin 12 can never turn on.

Gate input level has to be around 2 volts minumum, but can
be as much as +V.  

I did not build the LED portion for my testing.

I like it, it's simple and uses easy to get and cheap parts.
I used an ICM7555, 2N3906, 2N3904 and 4066.

The circuit will also interface easily to a FatMan.
