The X/Y table would be the DIY way to go. You'd be amazed at how perfectly
a 40 pin DIP just drops into the holes. I've never been able to do this any
other way, and I AM using a drill press. I bought a cheap Chinese one for
the larger drill press but I haven't had a chance to check the
quality/accuracy yet.

You can always do part of the board, then run the table back and reposition
the board...
