I used to use letraset dry transfer letters to add white text and 
borders to black panels for 19" racks. Drill the holes, add the 
lettering, then spray with a protective coating. Worked quite well 
and didn't look too bad. But that was 20 years ago, I don't know if 
the letraset brand is still around but there may be a an equivalent. 
I found it at a place that sold drafting equipment.
