Clarify what you mean (since this is a DIY-list). Do you mean a product, a
kit or a chip?

For chips I don't think you get one with all included, but you need one chip
for the stereo A/D (Crystal Semiconductor have small but competent onces) and
a AES/EBU encoder (Crystal used to have them as I recall it, but there are
many more).
