For a small budget... i have a HP 5233L electronic counter (with nixie tube
display) sitting in my basement, that i would give away for free.
When i set it to "self test", i counts with the internal oscillator. But i cannot get
it to count signals or frequencies from it´s input. I have never opened it.
It works on 230V, but surely can be changed for 110V, if desired.

But i do not want how much the postage to your place would be.
