Scott,

It wasn't a construction article. It wasn't even a
schematic. More of a block diagram and a few words.
The rest was left to the reader to figure out. 

It's a simple circuit. I used a Xilinx part on mine,
but you could easily use TTL or CMOS to do it. The one
part they were unclear/incomplete on was the output
passibilities. That's what I'm struggling with right
now.
