In regards to what else could individual stage pulse outs on a sequencer
could be used for outside of reseting the counters:

a whole bunch of stuff - including firing off other modules, like envelope
generators, at specific times and only at those times.  In that regard, a
sequencer becomes not only a pulse divider of sorts, but a pulse delay and
even a multi-event arranger - allowing different things to go off at
different times, yet synced to one another.
