Right, that's what I'm saying.  Again, the circuit I used is here:

The LM3914 output transitions fire simple CMOS half-monostables which turn 
on analog switches.  The switches can connect whatever source you want to 
use (e.g., dc voltage off a pot wiper) to a buffered holding cap.
