[sdiy] Original Walsh paper

Hi,

For those interested in Walsh functions I have finished transcribing the
original Walsh paper into LaTeX, and producing a nice PDF file.

Its quite heavy math, so not for the innocent.  But for those that dig
it, its a cool read, from 1923.
