Interestingly enough, it is indeed great over the average. In on an hourly
basis, synchronous time (clock on 60Hz) is compared to atomic time and a
"time error" is declared. As long as this is within +/- 4 seconds, nothing
is done. Once outside those boundaries, a "time correction" is ordered and
utilities purposely add or subtract generation to the system to hold
frequency 2/100 Hz high or low until synchronous time is once again correct.
Each utility contributes compared to their percentage of the whole.

I just average it over a 24 hour period... its works great but any outages
tend to make me forget the correct reference point... then i go to work LATE

(moral of the story... powerline frequency in the USA is good enough for a
digital clock... and thats about all :^)
