[sdiy] ASM1-VCO Problem

Hi,
I've build the ASM1-VCO, but I'm having troubles to get it running correctly, it won't osscilate: both outputs seem to be stuck at +5V.
I tried to increase the 18pF Condensator, but it did not help. I also checked every component for it's polarity etc.
The circuit is consuming about 20mA when I power it, so I guess there is no short or something like that.
I was wondering if anyone maby could help me to a site with some mesurement data or something so I could test the board? that would be really great.

P.S. Excuse my poor englisch, I'm from Holland..
