[sdiy] Chroma Polaris problem...

 Hello all. I have just recieved a Chroma Polaris. The problem is that it powers up all the lights come on but it makes no sound. The person I bought it from said that this is what usually happens, but sometimes it works fine. So turning the power on and off is supposed to get it to work at some point (has not done so for me yet). He also said that jiggling the power cable and turning off and on got it to work more often. This led us to believe that it was a power supply issue, But I am not sure. Also the buttons make sounds when I press them. Im not sure if it is just interference or what. 
 I can hear volume changes when I move the volume slider, but nothing comes out otherwise.
