It may have been done like this before, but I've never seen it.

One 4069UB does all the logic.  A TL0xx OpAmp as a buffer. 
As it is, the circuit outputs an ADSR waveform that peaks at
1/2 Vdd.  Gain could be added to the buffer to raise the
output.  Another amp from the package could provide an
inverted waveform.

The circuit actually works without the opamp, but I think
it's more useful with a buffer.
