There are prepackaged crystal oscillators available in a small metal
can, 4 pin package. Power, ground and TTL compatible output.
I just looked at Jameco, they have them up to 100 mHz. They didn't
have 25 mHz, but they did have 50, TTL divide by 2 and you're there.
