There is one tool called Eagle which exists as freeware demo on a number of
platforms. It may not be the ideal tool, but you can get started at least and
there is at least one Check PCB firm that eats Eagle files and some money
for a 500 holes, 2 layer with plated-through holes (YES! YES! YES!) and
Single Europa-card size (i.e. 100 x 160 mm). You can do quite alot under these
constraints.

Naturally (since it's me) you can allways look down the throat of gEDA
(http://www.geda.seul.org/) for gschem, gnetlist, GnuCAP and PCB. PCB is IMHO
a horrible tool, but it seems people can get work done with it (simple work
I assume) so it might be that I get blisters all over just seeing it, but
besides that...
