Hello Mike,
AFAIK, the order of publication was as follows:
* Electronic Design, Ideas for Design by Mr. Steiner (197x).
* A Japanese magazine "I/O" introduced the ED article with schematic (1976).
* Mr. Tanaka cited the Japanese magazine (199x).
The schematics on the 3 articles above are identical.
Of course, the actual Steiner should have another story.
I have no information.
