I would tend to veto your suggestion. Not because I'm
a stick in the mud or afraid of new technology, but
simply this: I have never heard of SVG or W3C.

SVG is new enough (2yrs) that I can see not hearing of 
it, but the W3C is not new - it has existed since 1994.   
They are the organization that maintains the specs and 
reference implementations for the HTTP protocol, and the 
HTML and XML markup languages, and actually also the 
suggested PNG raster imaging format:  http://www.w3.org/

Using PDF as the delivery format is sufficient if 
emulating or producing printed pages is the goal, but it
is still necessary to decide on a source format (or has
LaTeX been solidified as the source format?) and what
format for images (probably 1 format for vector and 
one for raster).
