Michael,

This would be a great service, especially if you could Google-ize it (both
for searching the archive and getting it indexed in the main search
engine).

I think it should definitely be managed by the submitters, but perhaps you
should also implement some degree of control over who can submit.
Otherwise, sadly, the system could be abused (I've seen this happen to
other similar sites, sadly).  I think a registration system would be a
good idea, with password protection.
