Yes, to qualify as a developer it couldn't be simpler.
Send them an email saying you want to qualify for a developer and point them
at some URL showing what you have done in the synth area, it also helps if
you state any programming experience..
You get back a number, then when you order on-line you enter this number and
bingo..
