ok, further inspection has provided the name of the manufacturer. it is 
Phillip Harris Limited. never heard of them.
I successfully reconnected to the power transformer after much probing and 
trace following. after some time getting the switches set properly and the 
inputs calibrated (a touchy process) I got the damn thing to work! it 
records a voltage value each time it is clocked into one of 512 memories. 
setting the unit to playback yields a 0-1 representation of the recorded 
values. I think it shouldn't be too difficult to modify it to output the 
actual voltage it recorded within a certain range. that would make it quite 
useful.
with the external clock input I will be able to use it as a programmable 
sample and hold for my modular. how exciting to find some random thing on 
it's way to the garbage and fix it and be able to put it to use in my 
system!
