My $0.02(US) worth,

I use pad-per-hole perfboard and wire-wrap wire. I
cheat and use the pre-cut stuff, and trim the exposed
ends to size. I also have a spool of teflon-insulated
30ga wire for when I get tired of the insulation
burning off of the wire-wrap wire. Whenever possible I
use bare buss wire, and also for the power busses.
